A proposed luxury hotel at Mesa’s popular Cannon Beach surf and entertainment district is moving closer to reality, with new development documents revealing additional details about the project and a request for a building height exception from city officials.

According to plans submitted to the City of Mesa, developers are seeking approval for the Cannon Beach Hotel, a high-end hospitality project that would become a centerpiece of the growing mixed-use destination at the southeast corner of Power and Warner roads.
The proposed hotel would feature approximately 110,000 square feet of space spread across five stories and include 148 guest rooms. Plans call for a four-star hospitality experience with upscale amenities designed to complement the surf-focused lifestyle destination that has become one of Mesa’s most unique attractions.

According to documents filed with Mesa’s Planning and Development Department, guests can expect a signature restaurant, meeting and event facilities, an outdoor resort-style pool, and a lobby experience designed to reflect the energy and atmosphere of the surrounding development.
Hotel Would Join Hilton’s Tapestry Collection
Developers have indicated the property is expected to operate under Hilton’s Tapestry Collection brand, a portfolio of upscale independent hotels known for distinctive designs and localized experiences.

The hotel is intended to serve as the flagship hospitality component within the larger Cannon Beach development. Project documents describe the building as a landmark destination that will provide an elevated architectural presence while blending with the recreational and entertainment atmosphere of the site.
Height Exception Needed for Project
Before construction can begin, the development team must secure a Special Use Permit from the City of Mesa. Current zoning regulations allow structures up to 65 feet tall in the area, but developers are requesting permission to reach a maximum height of 75 feet.
According to the application, the additional height is needed to accommodate ballroom ceiling requirements and rooftop mechanical systems while maintaining the overall design vision for the hotel.
Expanding the Cannon Beach Destination
Cannon Beach has quickly evolved into one of the East Valley’s most distinctive entertainment destinations. Anchored by Revel Surf, the development features a surf lagoon, dining venues, retail space, recreational attractions, and future hospitality offerings.

The project originated as a large-scale mixed-use concept designed to combine entertainment, hospitality, retail, and recreation into a single destination.
Additional restaurant concepts and entertainment venues are expected to open during upcoming phases of the development, further expanding the attraction’s appeal to visitors from across Arizona and beyond.
Opening Timeline Still Several Years Away
While the hotel remains in the planning and approval process, Cannon Beach developer Cole Cannon previously indicated that an opening could potentially occur during the first quarter of 2028, though he acknowledged the timeline could shift due to the complexity of the project and permitting requirements.
Industry reports have also noted that Cannon Beach’s hospitality plans include multiple hotel projects, reflecting growing demand for lodging options near the surf park and entertainment district.
If approved, the Cannon Beach Hotel would add a rare luxury lodging option to the East Valley hospitality market and further establish the Mesa destination as a regional tourism and entertainment hub.
