A new multi-generational aquatic facility planned for southeast Mesa is moving closer to becoming a reality.
The proposed Southeast Mesa Aquatic Complex was included on the Mesa City Council’s August 31 agenda as the project entered another important stage of development. The upcoming facility is being funded through Mesa’s voter-approved 2024 General Obligation Bond.
According to an announcement from District 6 Councilmember Scott Somers, the latest council action focuses on critical pre-construction planning before the project moves into its building phase.
What Will the New Complex Include?
Plans for the Southeast Mesa Aquatic Complex include amenities designed for both recreational and competitive activities.
The proposed facility is expected to feature:
- A lap pool
- A diving tank
- A recreation pool
- Water slides
- Enclosed and shaded multi-use turf spaces
City planning documents identify the project as the Eastmark Aquatic Complex, which is planned to provide additional aquatic recreation opportunities for the growing southeast Mesa community.
What Happens Next?
The latest phase focuses on preparing the project for construction.
The City Council action includes reviewing the facility’s design for constructability, developing construction sequencing and phasing plans, preparing cost estimates and creating a construction schedule.
This process will also help establish the project’s Guaranteed Maximum Price before major construction begins. The city recommended a pre-construction services contract for these activities as part of the project’s development process.
Once construction begins, the project is expected to take no more than 18 months to complete, according to Councilmember Somers’ announcement.

The new complex would become another addition to Mesa’s network of public aquatic facilities while bringing a major recreational amenity closer to residents in southeast Mesa.
With a combination of swimming, diving and water recreation features, the facility is designed to serve residents of different ages and interests.
