The City of Mesa has received national recognition for its government efficiency and service delivery, earning a spot among the top-performing cities in the country in a recent WalletHub study evaluating how effectively local governments use taxpayer dollars.

According to a report published by the City of Mesa, Mesa ranked among the top cities nationwide and was the highest-ranked city in Arizona in WalletHub’s latest “Best-Run Cities in America” study. The ranking examined how well cities balance spending with the quality of services they provide to residents.

How WalletHub Measured City Performance

WalletHub analyzed 148 of the largest U.S. cities and compared each city’s operating efficiency by measuring service quality against total budget spending per resident.

The study evaluated six major categories:

  • Financial Stability
  • Education
  • Health
  • Public Safety
  • Economy
  • Infrastructure and Environmental Quality

According to WalletHub’s methodology, researchers used 36 different performance metrics to create a “Quality of City Services” score before comparing that score against each city’s per-capita budget.

The goal was to identify cities delivering the strongest results while making responsible use of public resources.

Mesa Stands Out Among Arizona Cities

Mesa finished ahead of every other Arizona city included in the rankings, outperforming both Phoenix and Tucson.

The recognition highlights Mesa’s continued growth and its ability to provide services while maintaining fiscal discipline. WalletHub analyst Chip Lupo noted that strong financial management, a favorable credit profile, and relatively low long-term debt levels contributed to Mesa’s high standing.

The report also cited factors such as business expansion, rising household incomes, and a comparatively low poverty rate as indicators of a healthy local economy.

Economic growth played a major role in Mesa’s placement on the list.

Over the past several years, Mesa has attracted new employers, expanded its business base, and continued investing in infrastructure projects that support future development. City leaders have emphasized long-term planning as Mesa continues to grow into one of Arizona’s largest municipalities.

The WalletHub study also recognized public safety as one of Mesa’s strengths, pointing to low property crime rates compared to many similarly sized cities across the country.

These factors helped position Mesa among the nation’s most efficiently managed cities despite rapid population growth and increasing service demands.

City Leaders Credit Employees and Long-Term Planning

Mesa City Manager Scott Butler credited the achievement to the city’s workforce and its commitment to responsible government operations.

According to Butler, the ranking reflects years of focus on financial responsibility, operational efficiency, and maintaining reliable public services while preparing for future growth.

Mesa Mayor Mark Freeman echoed those sentiments, noting that Mesa operates as a full-service city, providing everything from public safety and water services to transportation, parks, and economic development initiatives.

City officials say the recognition reinforces Mesa’s commitment to delivering value for both residents and businesses while continuing to invest in essential infrastructure and community services.

How Mesa Compares Nationally

While Mesa was Arizona’s highest-ranked city, the overall national rankings were led by:

  1. Provo, Utah
  2. Nampa, Idaho
  3. Manchester, New Hampshire

These cities earned top marks for their ability to provide strong public services while maintaining efficient budget management.

Mesa’s placement among the nation’s top-performing cities demonstrates the city’s growing reputation as a well-managed community that continues to balance growth, public services, and fiscal responsibility.
